English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent survey of municipal councils, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that 60% of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and open spaces to support their finances, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of authorities attempting to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and utilising financial reserves to weather increasing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in Kent announced its asset disposal plan featured the sale of a shopping centre in Rainham and a social club in Rochester to generate £20m over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Rises and Wider Fiscal Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to increase local levies next April to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these require time to achieve both improved services and financial savings,” said a council leader.

He continued: “There are population challenges which will continue to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently also found local finances being stretched by the increasing figures of children and older individuals requiring Send support.

A network of councils projected that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with rising needs.

Government officials have put off planned reforms to the Send system until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

Based on the most recent deprivation measures (IMD) covering UK local authorities, many participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“Although only a single urban area is in the top 10 for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The figures highlights the extent of difficulties facing municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the survey revealed.
